Board of Directors (BoD)
The Board are elected by the homeowners to manage the operations and, consistently, enforce the rules of the Association.
Advisory Committee
The Advisory Committee is an Adhoc committee of the Association. The committee is made up of volunteer members, from the Association, and reports directly to the Directors. The committee will only act as advisors to the Directors in reference to community issues and concerns. The committee should have a good working knowledge of the governing documents, Declaration or CC&R, By-Laws, Neighborhood Living Standards, for which they provide feedback. The purpose of the committee is to promote a positive attitude and continuity between all committees. Also, the committee shall actively solicit approved feedback from the community at large. With provided feedback the Advisory committee shall ONLY represent the perspective of the membership at large and communicate all feedback, concerns, recommendations, and ideas to the Directors in writing.
Budget & Finance Committee
The Budget & Finance Committee is a standing committee of the Association. The committee is made up of volunteer members, from the Association, and reports directly to the Directors.
The Budget & Finance Committee is responsible for reviewing and providing guidance for the organization's financial matters. Specifically, the committee shall perform financial analysis for the Regency Oaks Neighborhood Association financial health. The B&F Committee shall review all financial statements and reports on financial activity monthly to the Directors.
Clubhouse Committee
The Clubhouse Committee is a standing committee of the Association. The committee is made up of volunteer members, from the Association, and reports directly to the Directors. The committee is to supervise operations of all buildings including the Clubhouse, the Pool, and Pool Pump House & Guard Building.
Communications Committee
The Communications Committee is a standing committee of the Association. The committee is made up of volunteer members, from the Association, and reports directly to the Directors. The Committee shall identify, recommend and implement a platform that facilitates communication, operations efficiency and social interactions in the community. The Committee shall provide assistance in informing residents of pertinent neighborhood activities through the neighborhood newsletter, web site, and other communication tools.
Landscape Committee
The Landscape Committee is a standing committee of the Association. The committee is made up of volunteer members, from the Association, and reports directly to the Directors. The committee will supervise the operations of common grounds landscaper, and will monitor all aspects of the neighborhood that involve the environment including the common grounds irrigation systems, all common area fencing, the Tot Lot, neighborhood outdoor lighting, neighborhood amenity flags and banners, and any common area lakes, piers, or nature trails.
Legal Committee
The Legal Committee is a standing committee of the Association. The committee is made up of volunteer members, from the Association, and reports directly to the Directors. The Legal Committee reviews all laws, statues, ordinances and governing documents and reports on legal activity to the Directors. Also, the committee is to provide assistance in establishing and enforcing neighborhood standards in the realm of the Association's architectural scheme as outlined in the Declaration and Neighborhood Living Standards.
Neighborhood Watch Program
The Neighborhood Committee is a standing committee of the Association. The committee is made up of volunteer members, from the Association, and reports directly to the Directors. Crime prevention and reduction is the responsibility of each and every homeowner. The Neighborhood Watch Committee shall maintain a program of mutual assistance among all homeowners aimed at crime prevention, reduction of crime, and making recommendations to the community. As such, the Neighborhood Watch Committee shall prevent crimes at the grass root level. The NHW shall provide prevention services and community awareness through proactive law enforcement principles, by being additional eyes and ears for law enforcement. The committee will manage the operations of the Neighborhood Watch program.
Recreation Area Committee
The Recreation Committee is a standing committee of the Association. The committee is made up of volunteer members, from the Association, and reports directly to the Directors. The committee will supervise the operations of all Association recreation areas, such as, pool, playground, picnic, tennis and basketball courts. The committee will provide advice to the Directors as it relates to the pool, playground, picnic, tennis and basketball court operations.
Social Committee
The Social Committee is a standing committee of the Association. The committee is made up of volunteer members, from the Association, and reports directly to the Directors. The committee is to provide leadership and organizational talents necessary to provide social activities for all Association members. If desired, the committee may form two Social Committees, with one taking the main responsibility for adult social activities and the other taking the main responsibility for children’s and youth activities. In this case, each committee shall follow the same goals and organizational pattern as noted here.
Welcome Committee
The Welcome Committee is a standing committee of the Association. The committee is made up of volunteer members, from the Association, and reports directly to the Directors. The committee shall welcome new residents into the community.
PRE-HOMEOWNER ELECTED BOARD
The Advisory Committee is established to advise and assist the Board of Directors. Members of the
Advisory Committee are elected by the membership. The Advisory Committee or the Board of Directors
establishes various committees as appropriate to carry out the duties of the operations of the Association.
The responsibilities of each committee are determined by the Board of Directors and Advisory
Committee. For example, one of the responsibilities of the Pool Committee is to provide input into the
establishment of pool rules each year and provide recommendations for the day-to-day operations of the
pool.
The Board of Directors looks for the Advisory Committee's advice on all subjects relating to the operation
of the facilities. The Board takes this advice unless they have substantial experience from other
neighborhoods which indicates that the advice is unwise or unless actual experience proves the Advisory
Committee's position to be incorrect. Since the Advisory Committee has been properly elected and
represents, in their own best judgement, the overall interests of the neighborhood, the Board wants the
rules to be set as the neighborhood wishes, subject to limitations which must be imposed in the course of
being prudent business people. In similar respect, the Board relies on committees to provide guidance in
approving modifications to the rules and guidelines for the operation of the neighborhood. The Board
reserves the right to disagree, as provided for in the documents, but basically wants the homeowner
committees to establish operations.
Committees established by the Advisory Committee or Board of Directors are classified as “standing”.
The standing committees are established for the purpose of transacting the regular business of the
Association. The standing committees shall continue indefinitely in an on-going capacity until dissolved
by the Advisory Committee or the Board of Directors.
